In the circumstances, I will allow a rate of $12.50 per hour for 16% of the time allowed for Ms. MacEachern and a rate of $15 for 84% of the time allowed for Ms. MacEachern. I will address below the reasonableness of the time claimed by BCOAPO et al. for Ms. MacEachern.</para>
