fetchPackages

Fetches the remote packages.

Parameters:

progress - ProgressIndicator for logging and showing progress (TODO).

downloader - The Downloader to use for RepositorySourceProviders to use if needed.

settings - The SettingsController for RepositorySourceProviders to use if needed.

Returns:

A map of install paths to RemotePackages. The remote package will be the most recent version of the package in a channel at least as stable as the one specified by SettingsController.getChannel().
